- Develop a comprehensive procurement strategy for rolling stock, aligning with the overall project timelines and objectives.
- Identify project requirements for rolling stock, including specifications, quantities, and performance standards.
- Conduct market research to identify qualified manufacturers and suppliers specializing in rolling stock and prepare Requests for Information (RFIs).
- Prepare and issue tender documents, including Request for Proposals (RFPs), and ensuring alignment with technical specifications and project goals.
- Evaluate technical and financial proposals, ensuring rolling stock offers comply with design, safety, and operational requirements.
- Negotiate and finalize contracts with suppliers and manufacturers, securing favorable terms while maintaining quality standards.
- Ensure procurement activities comply with international standards and local regulations.
- Collaborate with engineering, operations, and maintenance teams to ensure procurement aligns with technical and operational needs.
- Address and resolve procurement-related challenges and coordinate with legal and finance teams on contractual issues.
- Identify risks in the supply chain and minimize risk exposure to the project.
- Bachelor’s degree in mechanical engineering, Electrical Engineering, Supply Chain Management, or a related field.
- Professional certifications in procurement or project management (e.g., PMP) are advantageous.
- Minimum of 7-10 years of experience in procurement, with at least 5 years specializing in rolling stock or railway projects.
- Proven expertise in tendering processes, sourcing, evaluating, and contracting for locomotives, coaches, and wagons.
- Experience working in a PMC environment on large-scale railway projects is preferred.
- In depth knowledge of rolling stock systems, including propulsion, braking, control systems, and maintenance requirements.
- Familiarity with rolling stock manufacturing processes and quality standards (e.g., ISO 9001, IRIS).
- Strong negotiation, analytical, and decision-making skills.
- Proficiency in procurement tools and project management software.
- Ability to manage large, complex contracts and work under tight deadlines.
