We are seeking a highly experienced and skilled Strategic Planning Director (m/f/d) for a Technical Advisory program for OSE in Athens, Greece. As Strategic Planning Director you will be responsible to improve the operational effectiveness and productivity of the Greek Railways in collaboration with both DB E&C team members and the client OSE to ensure successful and sustainable operations. Your focus will be to analyze existing processes, identify areas for improvement, and implement solutions to streamline operations, reduce costs, and enhance overall efficiency.
Responsibilities:
- Strengthen corporate governance, with clear roles, responsibilities, and procedures between e.g. the Traffic, Infrastructure Management, and Safety Departments
- Examine current workflows, identify bottlenecks, and pinpoint areas where efficiency can be improved.
- Support for the implementation of the Performance Monitoring and Public Accountability Framework, with transparent and real-time reporting of key operational indicators.
- Lead and manage process improvement projects, ensuring they are completed on time and within budget.
- Track key performance indicators (KPIs) to measure the effectiveness of implemented solutions and identify areas for further improvement.
- Support and participate in structured coordination meetings and reporting mechanisms with ministries, the Greek Railway Regulatory Authority and international institutions
- Support and participate in contacts with the European Railway Agency (ERA) for full compliance with safety and interoperability standards.
- Support data collection and documentation for audits, inspections, and performance evaluations
- Successfully completed university degree in business management, finance or similar and relevant professional experience in a comparable, complex role
- Working experience in railway infrastructure management is mandatory
- Experience with European and international institutions in relation with railway infrastructure management and projects
- Excellent verbal and written communication skills to provide feedback, coaching, and training to employees and managers
- Minimum of 15 years’ of experience in similar tasks
- Minimum 7 years’ experience in railway infrastructure management in an environment governed by European regulations
- You impress with your impartial moderation skills and intercultural sensitivity.
- Ability to work independently and as part of a team
- Fluency in English mandatory; German and Greek would be an advantage
- Familiarity with Greek administrative business standards would be an advantage
