The OCC Duty Manager/ Chief Controller is responsible for the overall supervision, coordination, and real-time decision-making within the Operations Control Center (OCC) to ensure safe, punctual, and efficient train operations across the high-speed rail network. This leadership role oversees traffic control, dispatching, traction power, and communication teams, ensuring alignment between operational plans and real-time execution. The Chief Controller serves as the primary decision-maker during service disruptions and emergencies, coordinating with internal departments, external stakeholders, and field personnel to ensure service continuity and safety.
- Ensure staff adherence to Standard Operating Procedures (SOPs).
- Implement appropriate measures promptly in response to any incident.
- Conduct hot-debriefs to facilitate continuous learning.
- Record all incidents in the Incident Control Log System accurately.
- Prepare shift reports and conduct shift meetings.
- Supervise day-to-day operations at the OCC, including OCC staff.
- Manage operations during deviations from normal operations and activate contingency plans.
- Take command of incidents when necessary.
- Elaborate on the daily logs.
- Activate and escalate formal incident management.
Bachelor’s degree / MBA in a relevant field (e.g., Operations Management, Transportation Management)
Minimum 7 years of experience in operations control center management or a related field
Knowledge about incident management protocols, emergency response procedures, and operational risk assessment in the industry
