We are seeking a HSE Manager as part of our DB Engineering & Consulting GmbH Riyadh Branch. The job opening is located in the Kingdom of Saudi Arabia and offers exciting challenges and potential for career growth.



Responsibilities:

  • Developing, implementing, and monitoring the Health, Safety, and Environmental (HSE) management systems to ensure a safe working environment and compliance with regulatory and contractual requirements. 
  • Promotes a strong safety culture across all project phases, minimizing risks to personnel, property, and the environment. 
  • Develop & Implement Safety Management Systems aligned with international standards such as ISO 45001 (Occupational Health & Safety) and ISO 14001 (Environmental Management).
  • Define measures to establish/improve a safety culture within a railway organization
  • Define KPIs and safety targets to drive the continuous improvement of the OHS
  • Develop a hazard log and propose mitigation measures
  • Lead Hazard identification and risk assessment processes (HIRA/JSA).
  • Develop emergency plans, organize drills
  • Develop safety instructions
  • Develop competence requirements for safety critical positions and training programs
  • Undertake safety audits and inspections and propose measures to improve OHS
  • Undertaking accident and incident investigations as well as reporting to Client, Local Civil Defense Authorities and other Stakeholders. 
  • Advice, supervision, direction, management & support for all matters related to Stakeholders.
  • Ensuring effective communication & collaboration among various stakeholders in the project.


Compétences
Qualifications:

  • Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety or related field, chartership preferred. 
  • Professional certifications such as NEBOSH, OSHA, IOSH, or equivalent preferred. 
  • At least 15 years of experience on Health, Safety & Environment management in infrastructure projects, including at least 10 years of experience in railway projects. Proven experience in leading multi-disciplinary teams. 
  • Strong knowledge of International HSE standards, and regulatory frameworks. Also experience in incident investigation and safety audits. 
  • Experience in communication and collaboration among various Ministry, Government Agencies, Public & Private Stakeholders in the Middle East.
  • Preferably proficiency in Arabic language, speaking, writing & reading. Plus, English language skills both spoken and written. 
  • Preference given to Saudi applicants due Saudization Client’s requirement. 
  • Full Computer Literacy
  • Excellent communication skills are essential to success in this role.
  • Driving license required to drive to site or to technical meetings with the client representative.
