Deliver Egypt’s first High Speed Rail Service with DBEE. DBEE is a joint venture between DB International Operations and Elsewedy Electric. DB International Operations provides rail operations and maintenance worldwide; Elsewedy Electric, global energy and infrastructure solutions provider. Together, we combine strong local capabilities with proven global railway expertise to enable efficient, safe and sustainable passenger and freight mobility on Egypt’s first High Speed Rail network. We are looking for transport and mobility professionals with substantial experience in railway operations and projects in Egypt or worldwide. Join us to deliver this landmark project in Cairo.

The Head of Operations Planning & Control is a senior leadership role responsible for the strategic planning, scheduling, and performance optimization of all train services — including high-speed passenger, regional, and freight operations. This role ensures that operational plans are safe, efficient, achievable, and cost-effective, and that train services are delivered according to timetable, capacity, and quality standards.


Accountability:
  • Ensure safe, punctual and efficient rail operations.
  • Delivery of timetables, rolling stock circulation plans, crew rosters and shift plans in time and in quality.
  • Ensure a continuous update of timetables, rolling stock circulation plans, crew rosters and shift plans in case of deviations.
  • Ensure the effectiveness and efficiency of planning team performance.
  • Ensures effective incident and emergency management.


Responsibilities:
  • Reporting directly to the COO, providing regular updates on train operations.
  • Performing planning meetings with all relevant stakeholders on regular basis.
  • Coordinates with NAT and SOAC regarding timetabling.
  • Ensuring the achievement of internal operational targets and relevant KPIs.
  • Applying the Safety Management System (SMS) and fulfilling defined Safety Targets. Contributing to the further development of the Safety Program.
Kvalifikationer
Qualifications:
  • Bachelor's degree/MBA in a relevant field, such as Rail Transportation Management or a related discipline.
  • Minimum 10 years of experience in Railway operations Control or operational transit planning.
  • Understanding of timetabling, rostering and railway capacity management.
  • Understanding of railway operations and operations control.
  • Affinity with the transportation industry, particularly in passenger railway operations, would be a plus, showcasing familiarity with industry practices and challenges.
  • Knowledge of railway operational train operation procedures, and basic rail maintenance practices.


Competencies:
  • Very strong commitment to safety.
  • Experience in the usage of timetabling IT systems would be a plus.
  • Proven leadership skills over distance and under high pressure.
  • Proven time management and organizational skills to effectively plan and oversee train operations, ensuring smooth and punctual services.
  • Strong presentation skills to communicate operational information clearly and effectively to stakeholders.
  • Good understanding of the business operations of a passenger and cargo railway company, including scheduling, resource allocation, and interfaces to maintenance activities/stakeholders.
  • Ability to perform effectively in a fast-paced, start-up environment, adapting quickly to changing priorities and demands.
  • Strong ability to work under pressure and meet challenging deadlines, maintaining a high level of operational excellence.
  • Solution-oriented mindset, actively seeking innovative approaches to problem-solving and implementing efficient solutions.
  • Excellent leadership and interpersonal skills, enabling effective collaboration with a diverse team of operational staff.
  • Sound decision-making abilities, considering multiple factors and making informed choices to optimize train operations.
  • Commitment to safety and quality, ensuring compliance with safety regulations and implementing quality control measures.
  • Fluent English and Arabic.
