DB E&C is seeking for a Chief Contract Specialist (f/m/d) for an upcoming bid/project in Dhaka, Bangladesh. The project duration will be 60 months and on-site.
It is a "Consutruction Supervision Consultant" project for the Dhaka Mass Rapid Transit Development Investment Project (Line - 5): Southern route. The project includes a 17.2 km metro line consisting of 13.1 km underground and 4.1 km elevated alignment with 11 undergroung and 4 elevated stations.
Responsibilities and Tasks in Detail:
- Reports to the Team Lead.
- Responsible for managing contracts in areas such as payments, variations, insurance, claims, disputes, and related matters.
- Manages civil contracts in accordance with the Asian Development Bank (ADB) contract framework.
- Oversees contracts related to railway systems, rolling stock, and depot equipment under the ADB or other development partners' contractual schemes.
- Assists the Team Lead in reviewing, examining, receiving, and evaluating: a) Reviews all submittals related to contractual requirements during the contractor(s)’ mobilisation period. b) Examines claims and disputes submitted by the contractor(s) during the implementation and project handover phases, in accordance with the contract provisions. c) Evaluates the contractor(s)’ proposals related to value engineering, variations, and claims, and determines appropriate cost adjustments in line with the contract documents.
- Monitor the contractor(s)' compliance concerning insurance, bond obligations, labour and tax laws, and report any breach of contract by the contractor(s) to the client.
- Assist the employer in bidding for packages for which the engineering design consultant's assistance is unavailable.
Required abilities, skills and competencies:
- Holds a Master's degree in Engineering, Construction, Law, or related fields such as Dispute Resolution, International Arbitration, and Contract Management.
- Possesses a recognized professional qualification as a construction contract manager (e.g., FIDIC Certified Contract Manager).
- Brings a total of 15 years of professional experience in construction contract management.
- Has at least 10 years of experience as a Lead or Senior Contract and Claims Manager/Administrator on international construction or infrastructure contracts (preferably under FIDIC Red and Yellow Book).
- Has relevant work experience, including participation in at least one large-scale metro, railway systems, or infrastructure project (preferably valued over USD 1 billion).
- Demonstrates a proven track record of working outside the home country for a cumulative period of at least 2 years.
- Has participated in at least one project funded by multilateral or bilateral development partners or financial institutions.
- Demonstrates professional fluency in English, both spoken and written.
